I have examined the accompanying Ordinance, entitled

"Ordinance to authorize

" raising of a Loan not,

"exceeding

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

The object of this Ordinance

is to raise by Loan

£200,000

and to provide for the repayment of the principal

and interest at a rate

not exceeding 4½ % by

charging
